Officials from the Parish Development Model secretariat and Emyooga program started assessment of the PDM and Emyooga progress whose implementation seems to be delayed at the local administrative units (Districts), Municipalities and cities.

Ms Ritah Namuwenge, Emyooga’s National Coordinator, said that, in Bulambuli, Manafwa, Namisindwa, Mbale City, Sironko, Mbale, and Bududa Districts that make up Bugisu Sub-region, the PDM program is slow.

He called its upon leaders in different capacities to continue making the public understand the basics of PDM and Emyooga.

Namuwenge made the remarks last Friday, while chairing the meeting at Bulambuli District Headquarters to evaluate the progress of the program and the disbursement of funds to the intended beneficiaries.

The meeting followed a recent stakeholders' meeting held at Mbale City Council, where the program's status was discussed.

The team's primary goal was to assess the effectiveness of the program's implementation and ensure that funds are reaching the intended beneficiaries, promoting economic growth and development in the district.

The government has so far disbursed millions of shillings in the region for the programme but the percentage is still low.

Bugisu stands at 28.7 percent disbursement. While Bulambuli district, with 122 PDM Saccos, received Sh12.2 billion in capitalization for the 2023-2024 period, the total amount of PRF disbursed to date stands at Sh5.132 billion, leaving a balance of Sh7.068 billion, representing 42% disbursement of the allocated funds.

Namuwenge, who also serves as the PDM Consultant for Eastern Uganda, questioned parish chiefs about the delays in fund disbursement.

She urged them to expedite the process, stressing that funds should not remain dormant on accounts.

The Resident District Commissioner of Bulambuli, Stanly Bayoole also warned that parish chiefs who mismanaged PDM funds will be held accountable and face arrest.
