MANAFWA COUNCILORS VOW FIRE OVER DISTRICT BOSS FOR MUNICIPALITY.
Manafwa Councilor Kabale Godfrey has strongly disputed the authenticity of council minutes shared by LCV Chairman Kikayi Hosea Kimono, calling it a clear case of forgery. The minutes in question allegedly show a 2018 council request for Butiru and Lwakhakha Municipality, but Councillor Godfrey argues that this is impossible since Namisindwa, where Lwakhakha is located, was already established on July 1, 2017.
Chairman Kimono's move has sparked controversy, with councillors claiming the minutes are false and manipulated for unknown reasons. They emphasize that Chairman Musila couldn't have requested Lwakhakha's municipality status in 2018, as Namisindwa was already a separate entity by then.
This development highlights tensions within Manafwa District's local government, with some officials questioning the motives behind sharing allegedly forged documents.
Councilors in Manafwa District are upset, claiming Chairman Kigai Hosea Kimono forged letters regarding the municipality status of Bubulo and Butiru. They argue that the chairman should have consulted with them before taking any action and that the minutes of the meeting should be verified by the speaker and clerk to the council
The councilors also mention that they received information from the ministry stating that Chairman Kigai hosea kimono wants to change Bubulo to be changed to Butiru, howver tehy are asking the chairman to write a letter confirming Bubulo's gazetting status. They believe the chairman is using this letter to replace Bubulo with Butiru, which they oppose.
As councilors, they demand that the chairman follow procedure, apologizes, and acknowledges his mistakes. They challenge him to take them to court, as he promised, since they have evidence to support their claims.
“The law clearly states that the clerk to the council is the custodian of records and the speaker provides approval, with the clerk certifying documents. We're not opposing the chairman, but councilors can't simply forget minutes - it's our responsibility to keep track” they said

According to the district boss while in an interview he claims he has not forged the letters but councillors don’t need development and that some promised to resist his implementations since they were not given positions in the council and they district. Last week among 26 proposed municipalities in the country which will be approved before 2026 general election, Bubulo municipality in Manafwa district and Sironko municipality in Sironko appeared for Bugisu region on the list which ministry of Local government published in media
However, Kosea Kimono Kigai the LCV chairperson of Manafwa district has dismissed allegations of aiming at fighting the giving of Bubulo municipality. He says that Manafwa district before cutting Namisindwa in 2018, the council sat and proposed the creation of Lwakhakha and Butiru municipality.
Kigai adds that after seeing Bubulo appearing in media as one of the municipalities government may grant, as district leaders they decided to remind the ministry of local government through writing about Butiru and Lwakhakha but not that they wanted Bubulo to not come as majority of councilors and people at Manafwa had thought.
