Manafwa district boss under fire over alleged forged letter to priorities the creation of Butiru Municipality
Manafwa District's LCV
Chairperson, Kosea Kigai, is facing backlash from councilors who accuse him of
forging a letter to the Ministry of Local Government. The letter allegedly
prioritizes the creation of Butiru Municipality over Bubulo, despite the council's
2018 resolution to establish Bubulo Municipality and Butiru Constituency.
Councilor John Wangolo
from Buweswa Sub County claims that Kigai and a few district executives met and
crafted the letter, bypassing the council's decision. This move has sparked
controversy, especially since Bubulo Municipality was listed among the 26 proposed
municipalities to be approved before the 2026 general election.
The issue highlights
concerns about transparency and accountability in local governance. Residents
have previously demonstrated against poor services, such as road conditions, in
Manafwa District. The allegations against Kigai may further erode trust in the
district's leadership.
Controversy is brewing in Manafwa District, Uganda, as Wangolo alleges that in 2020, the government approved Butiru Constituency but not Bubulo Municipality, which is now slated for creation before the 2026 elections. Rex Wangolo, an opinion leader, is demanding that LCV Chairperson Kosea Kigai withdraw the letter and apologize to locals and councilors.
Wangolo also says that in
2020 government approved Butiru constituency was granted but Bubulo
municipality was not which is coming in the coming slot before election of
2026. Rex Wangolo one of the opinion leaders in Manafwa says that they want the
LCV chairperson to withdraw the statement and that letter then ask forgiveness
from locals and enter councilors.
He says that they are
ready to match to the office of the LCV chairperson any day to seek facts
before getting next step. Godfrey Kabaale the Manafwa town council to district
councilor says that Manafwa district has never had council to pass the proposal
of LCV so they wonder why the letter is having minutes and agenda of council
seating.
He accused the LCV
chairperson of being a victim of forging things with the aim of passing his
personal selfish political interest matters.
Kosea Kimono Kigai, the
LCV chairperson of Manafwa district, has cleared the air regarding allegations
of opposing the creation of Bubulo municipality. According to Kigai, before
Namisindwa was carved out of Manafwa in 2018, the district council had already
proposed the creation of Lwakhakha and Butiru municipalities.
When Bubulo was mentioned
in the media as a potential municipality, district leaders decided to remind
the Ministry of Local Government about Butiru and Lwakhakha through a letter.
Kigai emphasizes that this was not an attempt to block Bubulo's municipality
status, as the majority of councilors and residents in Manafwa were actually in
support of it.
Manafwa district's
administrative structure consists of 18 rural sub-counties, 4 town councils,
and 3 traditional divisions: greater Buwagogo, greater Bugobero, and greater
Butiru. The district council, with 30 members, is the highest political
authority, and it's led by the District Chairperson.
